On June 27, 2025, in Di An, Binh Duong, the Party Committee of Thai Binh Investment Joint Stock Company (TBS Group) successfully and solemnly organized 5th Party Congress for the 2025 – 2030 term. The theme of the congress was: “Continue to enhance the Party’s leadership capacity, promote internal strength; pioneer the application of science, technology, and innovation; seize opportunities; take the initiative in supply; create the future; and reach international stature.”
The event was attended and directed by leaders from the Di An City Party Committee: Ms. Truong Thi Bich Hanh – Member of the Provincial Party Standing Committee and Secretary of the Di An City Party Committee; Mr. Vo Van Hong – Deputy Secretary of the City Party Committee and Chairman of the Di An City People’s Committee; along with members of the City Party Standing Committee and representatives from various Party-building commissions of the City Party Committee.
On behalf of TBS Group, the congress was honored by the presence of Mr. Nguyen Duc Thuan – Chairman of the Board of Directors of TBS Group; members of the company’s Party Committee Executive Board; and 191 Party members representing over 600 Party members from 9 subordinate Party committees and directly affiliated branches. The entire agenda, conducted by the Presidium, was approved with the highest consensus from the overwhelming majority of Party members
At the congress, Ms. Nguyen Thi Vui, on behalf of the 4th-term Party Committee Executive Board, presented a political report summarizing the results of the 2020 – 2025 resolution and outlining key directions and tasks for the 2025 – 2030 term. The report highlighted the challenges faced in the previous term, such as the COVID-19 pandemic, supply chain disruptions, and geopolitical instability. Despite these difficulties, the Party Committee and the Board of Directors still successfully led the company to achieve comprehensive business goals in both breadth and depth across key sectors, including industrial production, real estate, logistics, and commercial services. Concurrently, the Party Committee consistently paid close attention to the welfare of its employees, ensuring labor safety and security, and actively participating in community and social activities.
Regarding Party-building efforts, the 4th-term Party Committee successfully completed its duties and also recognized with the title of “Exemplary, Clean, and Strong Party Committee.” Numerous groups and individuals received prestigious awards from various levels of authority. The political report also candidly pointed out existing shortcomings and their causes, drawing profound lessons to inform the tasks of the new term.
The congress discussed and approved the directions and objectives for the 2025 – 2030 term. This included a strong emphasis on thoroughly and creatively applying the resolutions of the Central Party Executive Committee and higher-level Party committees, particularly Resolution 68-NQ/TW on encouraging private economic development. The congress established an action motto to align with the business plans of the TBS Group Board of Directors; to continue building a clean and strong Party Committee; to enhance the leadership capacity and fighting strength of the Party organization and management team; and to improve the material and spiritual lives of employees throughout the entire system.
Key targets approved by the congress included: an average growth rate of 15% year; striving to maintain the title of “Exemplary, Clean, and Strong Party Committee”; ensuring 95% of Party members complete their duties satisfactorily; and admitting 40-50 new Party members during the term.
At the congress, Mr. Nguyen Duc Thuan – Chairman of the Board of Directors of TBS Group, underscored the importance of Party work to the company’s development. He affirmed that the growth and achievements of TBS Group today are closely linked to implementing the correct policies of the Party and the State. This foundation has been crucial in enabling the group to integrate into the global value chain and overcome its most challenging periods. Mr. Thuan shared that in the coming term, the Party Committee and the Board of Directors will: “Continue to enhance the Party’s leadership capacity; promote internal strength; pioneer the application of technology and innovation; take the initiative in supply; create the future; and reach international stature.”
During the directive speech, Ms. Truong Thi Bich Hanh, Secretary of the Di An City Party Committee, recognized and highly praised the efforts of the TBS Group Party Committee in leading and effectively directing business operations, which has contributed significantly to local economic development. She requested that the Party Committee continue to serve as a leading Party organization among the private enterprises and a companion in the company’s development. She also urged the Party Committee to aim for a target of having over 50% of management staff as Party members by 2030 (currently at 40%).
The Secretary of the Di An City Party Committee also outlined several key tasks for the Party Committee in the new term. This includes further leveraging the role of the Party organization within the enterprise and continuing to promote deep involvement in the global supply chain. Additionally, the Party Committee must be a pioneer in enhancing governance capacity, technological innovation, and digital transformation, including the application of artificial intelligence (AI), as well as expanding into strategic areas such as infrastructure, logistics, public transport (Metro), urban development, and the digital economy
Concurrently, Party-building efforts must be given special attention to ensure the organization in politically, ideologically, and structurally clean and strong. The City Party Secretary also called for an increase in the number of new Party members among workers and laborers; an intensification of inspection, supervision, and training for young and prospective cadres; and an improvement in the ability to adapt to the rapid changes in the corporate development model.
Crucially, comprehensive care for the material and spiritual lives of employees was identified as a key task. The roles of the Trade Union and Youth Union must be promoted in launching emulation movements, contributing to the development of an increasingly strong corporate culture.
Throughout the working session, the congress elected the 5th-term Party Committee Executive Board, comprising 11 comrades with the necessary qualities, capabilities, and credibility to fulfill the duties outlined in the congress’s resolution. Mr. Cao Thanh Luong was trusted to be elected Secretary of the Party Committee for the 2025 – 2030 term. Ms. Nguyen Thi Vui and Mr. Nguyen Anh Tuan were elected as Deputy Secretaries, in accordance with Party regulations and electoral statutes. This selection featured a reasonable structure that ensures both continuity and innovation, with the aim of building a comprehensively strong TBS Group Party Committee.
With a serious, constructive, and compliant working spirit, the 5th Party Congress of Thai Binh Investment Joint Stock Company for the 2025 – 2030 term concluded successfully. The resolution passed by the congress not only reflects the will of the entire Party Committee but also serves as a strategic vision and a guiding light for the sustainable development of the Group over the next five years. This will be a crucial foundation for all cadres, Party members, and employees to unite and successfully implement the goals and targets that have been set.
